Douglas County approves amendment to C-470 water-quality IGA with CDOT and Highlands Ranch Metro District

The Douglas County Board of County Commissioners voted unanimously on Sept. 23 to approve a first amendment to an intergovernmental agreement (IGA) with the Colorado Department of Transportation and Highlands Ranch Metro District concerning permanent water-quality facilities for the C‑470 tolled express lanes design‑build project (segment 1).
Art Griffith, a county presenter, said the original IGA dated to November 2016 and established MS4 (Municipal Separate Storm Sewer System) requirements for the C‑470 managed lanes project. Griffith told commissioners that CDOT used a design‑build procurement method and the amendment was always anticipated to identify final plans and deeds once CDOT’s completed designs were available.
Under the amendment, CDOT’s responsibilities include water‑quality infrastructure located in CDOT right of way; the Highlands Ranch Metro District will assume maintenance responsibility for other pond infrastructure in its service area. Griffith said Douglas County’s role is limited to oversight and emergency notification in the event of spills within CDOT right of way, and that the county does not take on primary maintenance duties under the amendment.
Commissioners moved, seconded and voted “aye” on the amendment; the motion carried unanimously. No public comment was recorded on the item.
