Davis County Commission approves contracts, sponsorships, budget adjustments and tax actions

The Davis County Commission approved a package of contracts, sponsorships, grant receivables, training agreements and property-tax actions during its Aug. 26, 2025 meeting.
Early in the meeting commissioners approved a property tax adjustment application for Robert and Alexis Squire under Utah Code Annotated 59-2-1347. The commission discussed a corrected adjustment amount that was not reflected in the packet and approved the change by voice vote.
The commission approved a $25,000 agreement with Utah State University Botanical Center to sponsor several county events, including the 2025 Arts in the Arboretum, Taste Tour, 4-H Junior Livestock Show, Scarecrow Walk and Reindeer Express; the contract runs from Aug. 1 to Dec. 31, 2025. County staff noted the budget contains a $20,000 line for the Botanical Center and that a $10,000 contingency is available; the commission agreed to use contingency funds as needed and asked staff to provide event dates.
Facilities Director Lane Rose presented two contracts for approval. The commission approved a $79,982.50 agreement with Posomis Corp. for county landscape design services to standardize plantings and water-wise selections across county projects, effective Aug. 26–Dec. 31, 2025. The commission also approved a $25,500 agreement with Hill West Environmental LLC for asbestos inspection and abatement management at the Bountiful Branch library; that contract runs Aug. 26, 2025–Apr. 30, 2026.
Golf Course Director Dustin Volk described a $10,000 sponsorship receivable from Lifetime Home Loans for the Davis Park Amateur events Sept. 4 and Sept. 6; the commission approved the sponsorship and indicated similar low-risk sponsorships may move to consent in the future.
Health Department Director Brian Hatch presented an amendment to the county's contract with Accela Environmental Health for software implementation. The commission approved the $48,000 amendment, described as $16,000 per year over three years (Aug. 26, 2025–Dec. 31, 2027).
Todd Etzinger, legal defender coordinator, presented three amendments to existing defender contracts needed because two defenders are leaving the program. The commission approved the contract amendments for: Erin Hill ($62,968 payable through year end), Nicole McBride ($56,784 payable through year end) and Rebecca Voimos ($56,784 payable through year end). Etzinger told commissioners staffing changes and overlapping contracts increased costs this year but said projected annual savings of about $18,000 would begin next year. County staff said budget amendments will be required to cover the increased line-item amounts.
Library Director Josh Johnson presented a $14,563.25 receivable—an interlibrary loan pass-through grant covering July 1, 2025–June 30, 2026—and said the federal IMLS program is sunsetting, so similar federal pass-throughs may end next year. Chief Deputy Arnold Butcher presented a two-year training agreement for recruit Carter Bradley Gill for SFO and BCO certification training in the amount of $16,848; the commission approved the training agreement.
Consent items 15–18 were approved as a block. The commission also convened the board of equalization and approved a property tax register that showed 13 corrections totaling $28,095.99 and 13 assessor adjustments totaling $1,152,841 (as listed in the assessor's adjustments summary presented to the board).
Motions on all items were made, seconded and approved by voice vote; the meeting record includes instances where staff noted budget amendments or contingency use will be needed and staff were directed to provide event dates and follow up on controller requirements.
