Mobridge council approves three contractor payouts, a small lighting deduct and hydrant addition for water projects

The Mobridge City Council on Sept. 10 approved three pay requests and two change orders tied to the city’s water storage, transmission-line and treatment-plant projects.
Council approval covered pay request No. 6 to Preload LLC for $175,016.25, pay request No. 6 to Century for $344,254.62 for treatment-plant piping and valving work, and pay request No. 6 to Crow River for $236,118.50 for the transmission-line work to the highway. The council also approved Change Order No. 1 to Preload (a net deduct of $11 for the lighting package) and Change Order No. 3 to Crow River to add a fire hydrant and valve for $17,050.
The approvals were taken during the council’s water and sewer department agenda items. Michael (project representative) summarized the Preload work as panels poured and tank erection and identified the Century request as two months of internal treatment-plant work. He said the Crow River payout included all work performed to date except seeding and topsoil, which will appear on a final payout next month alongside retainage.
Council members moved and seconded each item without extended debate. Recorded votes on pay requests and change orders were taken by roll call with multiple council members voting in the affirmative for each motion; the record shows unanimous approval on the listed items.
Council discussion included a brief explanation of lighting options for the tank and a public-works request to add a hydrant north of the cemetery on the east side of the highway for fire protection and main flushing. The Preload lighting change order arose after staff and engineering identified an option to place lights on the tank itself; with conduit and electrical work included, the net cost change reduced to a $11 deduct.
The Crow River change order was described as requested by public works to improve fire protection and flushing capacity; the council approved adding the hydrant and associated valve to the existing main.
The projects remain under active construction: Crow River’s work was described as complete to date except for seeding/topsoil, Century’s recent work covered internal treatment-plant systems, and Preload has completed the tank structure. Follow-up retainage and a final payout were expected to appear on the council’s next payment agenda.
