The Maricopa County Planning and Zoning Commission on Sept. 11, 2025 took two formal votes of note: the consent agenda (five cases) was approved by an 8‑0 roll call, and the commission recommended denial of Z250009 (Carefree Commercial rezoning) by an 8‑0 roll call.
The consent agenda items approved as presented by staff included: MCP20240001 (Domi Group LLC — military compatibility permit for truck parking/storage yard), MCP24000005 (Fleetwood Storage — military compatibility permit for storage yard), CPA24000008 and Z2400026 (Pinion Solar Project — comprehensive plan amendment and companion zone change), and Z250010 (Delgado Whitman Commercial Zoning — zone change to C‑2 CUPD). Commissioner Warren Whitney moved approval of the consent agenda; Commissioner Dan Sison seconded. Rosalie conducted the roll call and recorded the vote as 8‑0 in favor.
Separately, on case Z250009 (Carefree Commercial), Commissioner Warren Whitney moved to recommend denial; Commissioner Rockwallak seconded. The motion carried on a roll call vote of 8‑0. Commissioners cited concerns about traffic, water and the absence of a site plan or traffic impact analysis before rezoning.
Two other items mentioned at the start of the hearing were continued: McHenry Buckeye Industrial Zoning (Z250017) was continued to Nov. 6, 2025, and Z250006 and SUP250023 (Pink Door Carefree Highway) were continued to Oct. 9, 2025. The applicant for McHenry Buckeye requested the continuance and asked that any continuance fee be waived; the commission did not act on those continued items at the Sept. 11 hearing.
