Staff told the commission the project has been built out in part, that phase 2 is substantially complete and that engineering surety is in place to cover remaining improvements such as road top coat, sidewalks and site stabilization. Staff said some lots within Phase 2 fall inside mapped floodplain areas and that the county engineer has discretion over elevation requirements where necessary.
