First Baptist Church master plan postponed; Planning Commission schedules special meeting to review parking and setback issues

The Planning Commission on Aug. 12 postponed consideration of a multi‑phase master plan submitted for First Baptist Church at 8353 Spanish Fort Boulevard (application 250802), after staff and commissioners identified unresolved issues about parking counts and portions of building extending into the 100‑foot construction setback.

David, a city staff member, summarized that the church’s master plan contained five phases and that recent calculations submitted the same day showed the project fell short of roughly 11 required parking spaces after deducting the construction‑setback area. David said staff and the church’s representatives had been “rushing” to provide calculations in time for the meeting.

Commissioners discussed the setback and the risk that approving a master plan without clear notes could allow a future phase to proceed with portions of the building inside the 100‑foot setback. The commission agreed to postpone action and invited the applicant to rework the plan and return with revisions. Commissioners and staff proposed a special meeting ahead of the next regular work session (scheduled for the last Monday of the month) so the applicant could submit updated site plans and parking allocations without waiting the full month.

David and other staff said they would review revised drawings and the applicant’s parking breakdown; staff asked that the applicant provide revised material to staff in advance of the work session so staff could review before the meeting.

The commission recorded the postponement and set a special meeting to begin at 6 p.m. before the next work session. No formal approval or denial of the master plan occurred; the item remains pending the applicant’s revised submission.
