Hoover council approves range of routine resolutions, awards, and budget amendments

The Hoover City Council approved a series of routine agreements and budget amendments during its regular meeting.
Key approvals included:
- Resolution 8559-25: Authorize the mayor to execute an annual agreement with Class Tran for transportation services to eligible Hoover residents in the amount of $19,974. Staff described the program as providing curb-to-curb service and rides to and from the senior center.
- Resolution 8560-25: Authorize the mayor to execute an annual agreement with Meals on Wheels of Central Alabama to provide home-delivered meals and meals at the senior center in the amount of $10,000. Staff reported that in 2024 more than 12,000 meals were served to 169 residents and estimated an associated volunteer/financial impact of about $127,932.
- Resolution 8561-25: Accept bid 25-014 and authorize a contract with Willoughby Roofing and Sheet Metal Inc. for the rebid Hoover Recreation Center roof improvement project in the amount of $438,200. Staff said the contract will replace a single-ply roof with a new single-ply KEE 60-mil system, including downspouts and gutters.
- Resolution 8565-25: Approve a budget amendment recognizing increased event revenue at the Hoover MET Complex and appropriating $225,000. Staff reported the Hoover MET is experiencing record financial performance and that net income through July exceeded $1.2 million.
- Resolution 8563-25: Approve a budget amendment for additional fleet department expenditures related to increased maintenance costs across public-safety and other city vehicles; staff described increased maintenance and fuel costs and noted Pelham-related charges are included in the total estimate.
- Resolution 8564-25: Recognize and appropriate a donation from the Back the Blue Burger campaign; the amendment appropriates $893 to the Hoover Police Department.
- Resolution 8566-25: Authorize the mayor to execute a release agreement with the Jefferson County Department of Health resolving official notice of violation number 603657 and to pay $1,000 as a full and final settlement related to the Lake House demolition project; staff said asbestos was abated and the city negotiated the fine down to $1,000.
- Resolution 8567-25: Accept bid 25-018 from Monroe Electric Company for electrical maintenance and repair services (annual bid); staff said Monroe was the sole bidder for the scope requested.
- Resolution 8549-25: Authorize abatement of a nuisance (weeds/vegetation) at 2874 Wisteria Drive.
Most items were moved, seconded and approved by voice vote; in several cases staff provided short presentations and answered council questions before the votes.
