City of Cleveland proposal would pay Bradley County prorated fire tax on annexed properties and cover two-year payments, committee recommends

A committee created by an annexation interlocal agreement recommended that the county accept a Cleveland proposal to hold Bradley County financially harmless for lost fire-tax revenue on certain annexed properties, a commissioner said at the Sept. 8 work session.
Commissioner Hughes reported the city-and-county fire tax committee voted to recommend Cleveland’s proposal, which would require the city to: (1) pay Bradley County the prorated fire tax on properties at the time of annexation and (2) continue paying the fire tax on those properties for the next two tax years. The recommendation applies to properties located between the county’s former urban growth boundary and the newly adopted urban growth boundary, as specified in the interlocal agreement, Hughes said.
Hughes said the committee’s materials and the relevant interlocal-agreement language were provided for review and that he placed the recommendation on the Sept. 15 voting-session agenda for formal consideration.
Commissioners asked about timing and payment mechanics. A commissioner clarified that the prorated payment would come when taxes are due (approximately October in the cycle described), and Hughes said the city had offered to pay prorated and subsequent payments to protect county revenue.
No formal vote was taken at the work session; the committee recommendation was forwarded to the full commission for a vote at the Sept. 15 session.
