Council adopts 2025 building-code updates; urgency ordinance filed to preserve local amendments

The Yucaipa City Council voted on Sept. 8 to adopt local amendments that implement the 2025 (state-authorized) building-code cycle and to approve an urgency ordinance to ensure local amendments are preserved amid state timing rules.
Planning and building staff explained the state updates take effect Jan. 1, 2026, and that the city may adopt local amendments for climatic, geographic and topographic reasons (wind, seismic, snow/wildfire exposure). Staff said many existing local fire-code provisions had been incorporated into a new California Wildland-Urban Interface code; the local ordinance consolidates prior local amendments and updates cross-references so municipal code citations point to correct sections.
Staff recommended adoption of a regular ordinance and a concurrent urgency ordinance because Assembly Bill 302 limits residential standards to those in effect on Oct. 1; staff said the urgency ordinance prevents ambiguity about which local amendments apply while the council completes the formal second-reading adoption process. Building official David Fred Borg was available for technical questions.
Council voted by roll call to adopt the recommended ordinances and associated resolution (Resolution No. 2025-55 referenced in the staff report). There were no public comments on the item. Staff will publish the updated building-code references and the local amendments and proceed with plan-check and permitting under the new standards.
