City staff advances comprehensive Title 14 zoning update and map changes; two property owners requested rezonings

City planning staff presented a comprehensive update to Title 14 — Lebanon’s zoning code — together with a proposed update to the official zoning atlas map and asked the planning commission to forward the package to city council. Staff said the update had been under internal work for years, refined through work sessions and recent transportation updates, and that adopting the update would include remapping parcels to new districts.

Staff also said two property owners had formally requested rezoning as part of the mapping update. One request is for 2150 Lebanon Road, currently shown as RS‑20 on the proposed zoning map but whose owner asked to be rezoned to Commercial Mixed Use; staff said that change was not contemplated in the future land use plan but noted adjacent properties include some commercial mixed‑use zoning so the request would not be unprecedented. The second request, 704 Briskin Lane, is currently light industrial and the owner asked to move to the new IV district to allow automotive sales plus other industrial uses (excluding warehousing); staff said the property is not presently used for vehicle sales but the owner wants to preserve that option.

Staff told commissioners the zoning map update and the Title 14 adoption would be sent as separate but related ordinances to city council. Commissioners and audience members including Caleb Thorn expressed appreciation for the staff’s outreach and said they were prepared to move forward; staff said the recommendation from the planning commission will go to city council for action.
