Bexar County approves authority to pursue eminent domain for Boerne Stage Road roundabout

The Bexar County Commissioners Court on 09/02/2025 approved a motion authorizing county staff to institute condemnation proceedings if necessary to acquire a 0.0362-acre tract at the northwest corner of Scenic Loop Road and Boerne Stage Road for a roadway expansion project.
Art Reinhardt, director of public works, told the court the phase 3 corridor project is about 95% complete in design and includes bridge rehabilitation, drainage improvements, paved shoulders and a roundabout at the Scenic Loop/Boerne Stage intersection. Reinhardt said the county has made offers to the property owner and hopes to settle but asked permission to proceed with eminent domain "in the event we do not come to terms."
Because the property interest needed is a corner clip to build the proposed roundabout, Reinhardt said the acquisition is necessary to achieve the public use of safer, less flood-prone access and enhanced regional mobility. The measure was moved by Commissioner Paul Moody and seconded by Commissioner Pat Calvert; Judge Sakai called the motion carried.
Commissioner Moody, whose precinct includes the project area, said he had spoken with county staff and the owner's representative and expected the parties to continue negotiations. The transcript does not record a roll-call tally by individual name for the final vote.
Public works staff said construction is expected to begin later in the calendar year and last about 18 months once contracts are awarded.
