North Penn High School renovation hits key milestones; bid packages advance as classes resume

The North Penn School District on Aug. 25 told its Facilities & Operations Committee that Phase 1 of the North Penn High School renovation is on track for the start of the school year, with temporary classrooms ready and most site and building work nearing completion.

The update, delivered in a prerecorded video by communications staff and in a presentation by CHA and district staff, listed recent milestones including relocation of a propane tank, completion or near-completion of multiple waterline and electrical tasks, natatorium sprinkler and fan work, HVAC piping and insulation in K Pod, removal of scaffolding in the pool area, replacement of the transformer behind the auditorium, and installation of temporary classroom units. "Walls, paint, and final detailing are all moving fast," the video said.

District consultant CHA and district staff told the committee that bid package 1 work will be narrowed to the Third Floor of K Pod, the natatorium and remaining site work to meet the November turnover targets. Bid package 2 remains contingent on final land-development approvals and a pending NPDES permit; staff said the district expects those approvals and anticipates recording the agreements with the county before scheduling a preconstruction meeting with the conservation district to begin earthwork. Bid package 3 design work continues for the auditorium, J Pod and the gym, with construction of that phase not anticipated until 2029 and dependent on available classroom capacity at that time.

Committee members asked several questions about sustainability and future electrical capacity. CHA and district staff said the project includes spare electrical capacity and conduit raceways run toward the parking area, and that the building upgrades include energy-conserving fixtures (LED lighting, boilers sized for efficiency and other systems). Staff said a summary of sustainability components — water-conserving fixtures, low-VOC coatings, energy-efficient lighting and boiler replacements — will be prepared for the committee. On electric-vehicle charging, staff said the district has not identified final station locations and that EV charging would likely be part of Phase 3 or Phase 4 planning.

Committee members and staff stressed safety and site management in advance of school opening. Staff described an active contractor-badging program, temporary barriers in K Pod to separate work zones from occupied areas, and daily toolbox talks and safety walk-downs. District staff also noted the project budget remains roughly in the same range reported previously; a slide shown at the meeting referenced a roughly $259 million program budget across phases with contingency described as stable.

During public comment, a Lansdale resident, Jason Lanier, asked whether planned solar work at the high school would be an effective use of district funds and whether COVID-era ESSER funds had been redirected away from classroom priorities. Committee members and staff responded that no final solar contract or full cost estimate was presented at the meeting and that infrastructure and permitting for various site items remain subject to future board action; staff offered to provide more detail on sustainability components and on capital funding plans at subsequent meetings.

The district scheduled follow-up items: a preconstruction meeting if bid package 2 permits and land-development approvals are recorded, continued reporting on the bid-package schedule, and a written summary of environmental and energy-conservation features for committee review.

The committee heard the update and offered direction to staff to provide a sustainability-summary and to continue to monitor the NPDES permit and land-development timetable.
