Norristown Area School District lays out $180M–$350M facility master plan; state funding seen as key

Chris Stormer, superintendent of the Norristown Area School District, presented the district’s multi‑phase facility master plan at the Norristown Municipal Council work session on Tuesday, Aug. 19, outlining urgent repairs and larger construction projects that the district says will cost between about $180 million (for renovation only) and nearly $350 million (for a fuller rebuild and additions).

Stormer said the district is dealing with “literally decades of deferred maintenance” and that a recent Commonwealth Court ruling finding Pennsylvania’s school funding inadequate created an “adequacy supplement” that is beginning to close a roughly $53,000,000 annual funding gap for the district. “If the state does deliver on its promise now to close that $53,000,000 gap, we will have the money to do the significant renovations we’re talking about with little to no impact to our local taxpayers,” he said.

The plan divides work into phases. The district identified about $30 million in “high‑priority” renovations (roofs, HVAC, electrical, doors) that must be completed within five years to keep buildings open. A renovation‑only estimate across 13 buildings came in at roughly $180 million; the district’s preferred, more transformative scope approaches $350 million.
