County staff said State Highway Administration (SHA) is planning a prefabricated culvert replacement at the World's End site and that the road will require a closure during construction. Staff said SHA was exploring prefabrication to reduce closure time and was discussing a potential October construction window; county and SHA officials were coordinating detour and roadway-strengthening measures for emergency access and durability on alternate routes. Staff said the work could require 24‑hour construction operations for three to four weeks and involve cofferdams, sheet piles and continuous dewatering during installation.
On Route 16 (Stoney/Stone Boundary area), staff said SHA had proposed three options: a traffic signal (which staff said is funded and could begin within about a year), a roundabout (not funded and with greater right-of-way and utility impacts and a longer timeline), and a left-turn lane option. Council members expressed concern about waiting multiple years for a roundabout and favored the funded signal as a practical near-term solution; staff said these items will be discussed further at the county’s annual transportation meeting in September.
Staff also reported structural concerns at the Moncus Bridge fishing pier. Engineering review found deterioration of steel screw piles and deck planking and identified ADA compliance issues on ramps. Staff estimated that comprehensive repairs — including pile replacement, deck work and ADA upgrades — could exceed six figures, and said the state had closed parts of the structure to address immediate safety concerns. Staff indicated they will pursue contractor estimates and possible grant funding but did not identify a local funding source at the meeting.
