(Cliff Fear Monitoring / youth support for families affected by opioid use disorder): $134,920 (applicant match $30,100). - All For Love, Inc. (Next Generation 2026 — youth support in high‑crime areas): $140,000 (applicant match $277,286.68). - Dorchester County Health Department (Connecting for Success — program supporting youth and incarcerated parents): $64,684 (no in-kind/cash match reported).
Staff explained the grants would be paid on a quarterly basis: an initial quarter upon award, followed by subsequent quarters contingent on approved quarterly reports. Marilyn Williams in finance (presenting with staff) said awardees must submit both financial reports and performance metrics to receive subsequent payments.
Council members asked about tracking and oversight; staff described quarterly reporting, monitoring and the staged-disbursement model to ensure funds are used as proposed. Council members praised the staff for developing the solicitation and scoring process under a recently enacted funding program.
