Hubbard County approves final payments and local projects; awards HSIP intersection contract

Hubbard County commissioners on an August meeting approved final payments and local construction work for several county highway projects and awarded a state-funded intersection safety contract.
The board approved a final payment of $117,093.16 to Anderson Brothers Inc. for Casa 6 SAP 029-606-910, the contractor that completed last year's FDR (full-depth reclamation) project from Casa 15 to the county line. Highway staff said the work performed satisfactorily and noted some damage from MnDOT haul traffic that will be addressed separately.
Commissioners also accepted Anderson Brothers' low quote of $37,900.25 to mill and overlay the parking lot at the Nevis shop, citing cost savings because Anderson Brothers is already working in the area. Separately, the board approved a $46,000 quote from Green Valley Roofing LLC to replace the flat roof at the Nevis shop and add an exterior roof ladder; county staff said the ladder will have a gate or lock to limit public access.
On a separate bid opening, the board awarded SP 029070014, an HSIP (Highway Safety Improvement Program) project to add center left-turn lanes on Highway 4 at Highway 40, to Gladden Construction of Bemidji for $441,901.98. Highway staff said the low bid exceeded the engineer's estimate because contractors were busy and pavement prices rose; the county and State Aid have approved the funding split (HSIP dollars plus county state-aid funds). Work is expected to begin the first week of September with an anticipated three-week duration; staff said the intersection will remain open to traffic during construction and contractors will cut down hills to improve sight distance.
During discussion, commissioners asked whether Gladden Construction is a Hubbard County business; staff said the company lists a Bemidji address but indicated they are located in Hubbard County and staff will check the bidder's address. Commissioners approved the awards and contracts by voice vote.
Highway staff also provided construction updates on other county jobs: Casa 13 milling and culvert replacements were beginning, bridge deck pours and utility work are scheduled on another bridge project, and striping and rumble installations remain as lingering items across projects.
