The Crossville Planning Commission approved a series of land-use actions, variances and financial-guarantee releases at a planning commission meeting.
The commission granted two setback variances and approved updated plats for Skyview Meadows Lots 16–19 and for Maple Glen Phase 2 (a Habitat for Humanity project). Commissioners also approved releases of two letters of credit covering stormwater work and recommended a 750-foot water main extension on Meadow Creek Drive after property-owner requests. Staff reported that a preliminary plat for Oakland Subdivision was withdrawn by the applicant for further corrections.
Skyview Meadows: The commission approved a rear lot-line adjustment for Lots 16–19 adjacent to property owned by a Lutheran church and granted a front-setback variance reducing the standard 30-foot setback to 20 feet for porches that had encroached. Staff said prior miscommunications among earlier owners and a previous building official contributed to the encroachments; staff recommended approval because the street is a short dead-end with a 25 mph speed limit and because of the earlier miscommunications. The commission approved the variance and the updated plat.
Maple Glen Phase 2 (Habitat for Humanity): Habitat for Humanity proposed combining several lots after construction began and staff said one approved lot proved unbuildable due to topography. The commission approved combining Lots 32 and 33 (into a single lot), an adjustment to Lot 30 (as presented), and lot-line adjustments affecting Lots 34–36. Because of Lot 34's slope, the commission granted a front-setback variance reducing that lot’s front setback by 10 feet to a 20-foot front setback. Habitat provided a letter stating it will maintain the common parcel that will host a cluster mailbox rather than delegating maintenance to an HOA or POA. The commission approved the variance and the updated plat.
Financial-guarantee releases: The commission approved release of a letter of credit for Scott View Meadow in the amount of $45,540 and a second release for Garden Space 8-3 in the amount of $30,250. In both cases staff described the releases as related to required stormwater structures for the respective phases.
Meadow Creek Drive water-line extension: Three property owners requested an extension of a 2-inch water line approximately 750 feet to serve properties off Meadow Creek Drive. Staff estimated the extension cost at approximately $29,410.70. The commission recommended approval; if the city council approves, property owners would be responsible either to pay the city the cost estimate, have city crews install the line, or provide a financial guarantee equal to the estimate plus 10 percent. The commission recorded the recommendation by motion and it carried.
Staff report and withdrawn item: Staff notified the commission that the Oakland Subdivision preliminary plat (described in the record as a proposed “395 [unit/lot] plat”) was submitted but later withdrawn by the property owner because it did not meet staff requirements; the applicant postponed resubmission until staff corrections are made.
