Planning commission backs annexation of East Division Street segment; debate on extending annexation continues

The Mount Juliet planning commission on Aug. 21 voted to recommend the Board of Commissioners approve annexation of a portion of East Division Street around Clemens Road to enable construction of a westbound turn lane tied to the Lynnwood Station development.

Shane, the city engineer, told commissioners the annexation is the first step required because the developer will need the city right-of-way to construct the improvement. Public-works staff said the city prefers to annex streets only when the municipality is ready to accept maintenance responsibility and typically defers annexation until construction is imminent.

Several commissioners urged broader annexation. Commissioner Bobby Giles and others suggested annexing an extra 4,000 feet to reach Luther Lending Bridge to avoid alternating municipal/county jurisdiction and recurring 911 response issues where roads cross city lines. Public-works staff and the director cautioned annexing earlier would increase city maintenance obligations and possibly jeopardize future grant timelines tied to federal environmental review and right-of-way acquisition; staff estimated construction would begin in 2030–2032 and that right-of-way purchases could continue for several years.

The commission ultimately issued a positive recommendation for the annexation request on the map presented; commissioners also recorded concerns and recommended the Board of Commissioners consider future extensions if property owners consent and timing is appropriate.
