The Rapid City Planning Commission on Aug. 21 approved a conditional use permit allowing an oversized two‑story attached garage at 2711 Skyline Drive, despite objections from nearby homeowners who said previous grading and stormwater have caused slumping and runoff problems.
City planning staff described the property, zoned Park Forest District, and explained why a conditional use permit is needed: the cumulative size of the proposed garage exceeds the city code limit (staff described the code threshold as 1,500 square feet or 30 percent of a dwelling’s gross area). The applicant’s plans call for two garage doors on the main level and one garage door on the lower level; the staff presentation showed the garage total at roughly 3,056 square feet and the proposed dwelling at about 6,358 square feet.
Neighbors Bob Williams and Glenda Williams, who live north of the site, told the commission they sympathize with the new homeowners but urged the applicant and city to account for drainage and erosion. “We just thought the people need to know that there’s some problems with, water,” Glenda Williams said, describing an earlier slump that flooded a yard and required a pump and drainage fixes.
Staff said the building‑permit process will address several of those concerns. A staff representative told the commission that when a building permit is submitted “they’ll have to bring in soils data to determine the design of that foundation” and that erosion‑control measures must be in place before a certificate of occupancy is issued. Staff also noted engineering review of driveway location and grade and that the first 50 feet of any driveway must be paved under city requirements.
Commissioner Vince moved to approve the conditional use permit with the stipulations noted in the staff report; Karen seconded. The motion carried after discussion in which staff and commissioners emphasized on‑site inspections during construction to protect adjacent properties.
