Sherry Carter, who said she lives at 2023 Pleasant Grove Road, told the board she started replacing pickets on an existing 8-foot fence and, after talking with a staff member, believed a permit was not required. Contractor Wayne Russell Parker said a code enforcer later told workers to obtain a permit. When Carter sought the permit, staff said the fence measured 9 feet in places and required a variance.
The discussion centered on the fence’s height, its appearance from Pleasant Grove Road and existing brick pylons along the frontage. Parker and Carter told the board the fence had been on the property about 18 years and that the brick columns along the fence line measure about 9 to 9.5 feet.
A board member moved to grant the variance “based upon the circumstances.” During the discussion, a board member asked whether the panels removed and replaced were 8 feet tall; Parker confirmed they were. When the board called for votes, members recorded at least two affirmative votes: Bailey — “Yes,” and Cables — “Yes.” The motion carried and the applicant was thanked and excused.
