The board also adopted Resolution No. 2025-06 to appoint Elise Grama as the county's signatory for the RES (reimbursement agreement system) and ECMS (engineering and construction management system) used for PennDOT federal pass-through projects. The board approved a motion to rename the county's veterans affairs office to the Jefferson County Veteran Service Office.
Commissioners described the jail rate increase as a response to higher fixed and variable costs and said the originating county remains responsible for extraordinary inmate expenses such as medical emergencies. The resolution appointing Elise Grama was described as administrative authority to manage invoices and electronic documents for a federally funded county bridge project that will be administered through PennDOT.
