The Florence City Design Review Board approved a certificate of appropriateness for renovations and parking-lot upgrades at First Citizens Bank, 276 South Irby Street (Florence County tax map 90087-02-001) in the Arts and Cultural Overlay District.
Planning staff said the project includes updated landscaping that replaces impervious surfaces with softscape, corrected ADA deficiencies, refreshed paint in the same two existing colors, new dark-bronze light fixtures, and restriping of the parking lot. Staff said the proposed work satisfies the Unified Development Ordinance requirements for the site and noted the project’s large scope and visibility prompted review by the board.
Brandon White of Kimley-Horn, representing the design team, described removal of hardscape to introduce landscape, ADA improvements and safety-focused lighting; Kristen Holland from First Citizens Bank was present as the bank’s project manager. The board voted to approve the COA as submitted.
