Trustees approve Carson City Schools Foundation bylaw amendments clarifying ex officio roles

Carson City — The Carson City School District Board of Trustees on Aug. 12 approved proposed amendments to the bylaws of the Carson City Schools Foundation to clarify that the board president and the superintendent serve on the foundation in an ex officio, nonvoting capacity.
John Hager, president of the Carson City Schools Foundation, and treasurer Casey Gillis presented the foundation’s annual report and the proposed bylaw changes. “Per the articles of incorporation, we're required to bring them to you to approve the changes to the bylaws,” Hager said, and he described the amendment as a clarification to preserve a separation between foundation decision-making and district governance.
Hager reported recent fundraising and allocations: the foundation collected donations in 2024 totaling approximately $35,000, including about $9,000 from payroll deductions and $10,000 from Southwest Gas. He said the foundation also received a $25,000 gift from a donor who wished to remain anonymous; Hager said that gift was designated for the AP program.
The foundation told trustees it allocated $67,000 to programs this year, with line items Hager described as $25,000 to the AP program, $10,000 for the Jumpstart program (to cover books), $20,000 for department and mini grants, and $8,000 for Positive Behavior Interventions and Supports (PBIS) work. Hager also said the foundation has assigned board members to specific schools to improve school-level communication.
Trustee Walker moved approval of the bylaw amendments; Trustee Varner seconded. There was no public comment on the item, and the motion passed on a voice vote. The board record shows the trustees voted in favor; no opposition was recorded.
Hager and Gillis said the foundation’s fall grant cycle for mini grants will open in about a week and that another cycle is planned mid-December to mid-January. The board did not amend the foundation’s distribution plan during the meeting.
