Council hears code-enforcement update, discusses security cameras, donations and community events; resident complains about water outage communication

At the July 28 meeting the Eureka City Council received updates on code enforcement, community events and public-safety infrastructure.
Code enforcement: Council and staff reported that the city's code-enforcement officer (referred to as "Manny" in the meeting record) currently has about 10 open cases and has focused enforcement efforts on Main Street. Council members said they were working to provide a city vehicle for the officer so he would not need to use his personal vehicle. The council discussed using template letters and the iWORKS system to manage notices; the city attorney is pursuing at least one enforcement case through the courts.
Security cameras: Councilmember Jeremy Snell said he would coordinate a meeting with Rick Brinkworth to identify priority camera locations; Juab County had committed to contributing toward the cost of the security system depending on scope, the council said.
Donations and events: Council members thanked Dan from Jones & DeMille and other donors for financial support for the city's Silver Jubilee celebration. Ocisco Development (developers of the Bergen) made a donation that was presented to the mayor at a recent visit. Centricom committed $1,500 to the Silver Jubilee and the company has been asked to confirm check delivery. The council also discussed cemetery work: a volunteer service day with Centricom is scheduled for Sept. 4.
Park event inquiry: Councilmember Jeremy Snell reported that a Scotland-style heavy-athletics group (described as Utah Heavy Athletics or similar) inquired about hosting a festival on Sept. 20 but that park conditions and potential turf damage made the group and council uncertain whether to allow it this year; the group may return to discuss options in spring.
Resident concern about water outage communication: A resident who spoke during the meeting said she experienced a water outage earlier in the day and had difficulty getting timely information from city offices and workers. The resident described discovering an open fire hydrant and contractors at work and said she did not receive notification that water service would be interrupted; she urged improved communication between field operations and the city office.
Other administrative items: The mayor noted staff will circulate a lease draft for the historical society's use of city hall for council review at a future meeting.
Next steps: Staff will continue enforcement work, follow up with Juab County and the security-camera contact about meeting times, confirm donations, and schedule cemetery and Silver Jubilee planning items.
