The Ferron Planning and Zoning Commission on Aug. 5 recommended city council approval of a zoning clearance for a property identified as belonging to Addison Healy, pending formal proof of ownership.
Commissioners and the applicant discussed ownership paperwork, existing utility connections and structural conditions after a recent fire. The commission recommended approval to council provided the applicant supplies a recorded deed and clarifications on finished-grade elevations and sill-plate heights.
Michael Smith, the applicant's representative, told the commission the property transfer is pending and that attorneys expect the deed within days. "For tonight, we're just asking for kind of an initial approval pending sale," Smith said. He said utilities exist at the site and that the foundation remains in place after the structure burned; he added the building inspector had previously inspected the foundation.
Commission members requested documentation showing ownership and utility connections, and asked for drawing details on finished-ground elevations and sill-plate heights. Commissioner Harvey moved to approve the clearance recommendation to city council pending proof of ownership; Commissioner Lawson seconded. The commission conducted a roll call and recorded the motion as carried.
Commission staff told the applicant the commission's recommendation can be presented to the city council the following day as "pending" documentation, and that the applicant should supply the deed and the requested elevation details for the record. The applicant said he hoped to begin construction in the fall.
The commission noted the need for final elevation callouts on the submitted plans (top-of-eave, finished grade to sill plate, and floor-joist assembly) and asked staff to provide those detail requests in writing to the applicant.
No formal permit was issued by the commission at the meeting; the body made a recommendation to the city council and conditioned that recommendation on receipt of the proof of ownership and requested plan clarifications.
