Council authorizes grant application for $7.74 million in federal funds for paratransit vehicles

The City Council unanimously authorized the city manager or designee to submit a grant application to the California Department of Transportation under Federal Transit Administration Section 5310 for replacement Americans with Disabilities Act (ADA) paratransit vehicles.
Transit staff said the city will request $7,742,500 through the 5310 program to purchase six replacement paratransit cutaway vehicles. Yuri Coslin and Rachel Lee explained that Caltrans administers the 5310 program in California and requires a public hearing to certify that no private nonprofit agency is readily able, willing and available to provide the same paratransit service in the same service area, hours and level of service at a comparable cost.
Staff recommended the council hold the required public hearing, receive public comment and then authorize the grant application. No members of the public spoke during the hearing. Councilmember Rogers moved adoption of the resolution and Councilmember McDonald seconded. The roll-call vote was recorded as: Rogers — aye; O'Krebski/Ocrepkie — aye; McDonald — aye; Fleming — yes; Benue los (Benuelos) — yes; Vice Mayor Alvarez — aye; Mayor Stapp — aye. The clerk recorded the motion as passing unanimously.
The city will proceed to file the application with Caltrans; if the funds are awarded, staff will return with the required matching plan and procurement steps to purchase the replacement vehicles.
