Bay County awards $12.73 million contract for Fountain Community Northern Region Resiliency Center

The requested motion, presented by Keith Bryant of public works, asked the board to “award contract 25-38, Bay County Fountain Community Northern Region Resiliency Center to EMR Inc in the amount of $12,732,910 and authorize the chairman to execute the contract.” The board approved the award by roll call; all five commissioners voted yes.
The project followed Invitation to Bid ITB25-38, which was advertised April 9, 2025; a mandatory pre-bid meeting was held April 22, and six bids were opened and evaluated. Staff recommended awarding the base bid plus additive alternatives for a paver plaza and landscaping. The county “value‑engineered” a covered walkway from the community center to the staging area and held it out of this award so it can be added later if funded.
A commissioner noted that the Tourist Development Council (TDC) had committed funds to help cover part of the construction; the board did not specify the TDC amount during the meeting. Staff did not provide further financing details on the record beyond the contract award.
County staff said the facility will serve as a centralized event and emergency response site for the northern part of the county. The contract award authorizes the chairman to execute the contract and permits administrative modifications as approved by the county attorney.
Construction timing and a formal start date were not specified during the meeting.
