A North Augusta resident told council members on Aug. 4 that an apparently abandoned car had sat behind a chain-link fence in a rear alley since before Halloween, creating an eyesore and nuisance.
Janice Kraus, who identified her address as East Spring Grove Avenue, said the vehicle had a flat tire, an open door and appeared in disrepair. She said public-safety contacts had not resolved the problem.
City staff responded that the parcel appeared to be privately owned and not city property, and that the city’s enforcement authority is governed by ordinance language that currently addresses residential property (cited as section 22-64) but does not provide clear authority for commercial parcels in that location. Staff said they would follow up on calls already placed to the property owner and keep Kraus informed.
