Animal services board seeks expanded advisory role; council asks staff to draft ordinance changes

Members of Flower Mound's Animal Services Board presented a set of proposed ordinance revisions and a work plan aimed at increasing the board's visibility, clarifying its purpose and expanding duties to include advocacy, public education and event support for the Animal Services Center.
Board Chair Beth Soderberg and subcommittee chair Kelly Furnace told council the board intended to remain distinct from internal shelter administration while supporting outreach, volunteer coordination and community events. Recommended changes include: adding a formal purpose statement to the ordinance; clarifying duties to include collaboration and education; setting membership expectations (demonstrated interest in animal welfare, time to serve and completion of required training to volunteer); and allowing board members to assist with public events and volunteer recruitment. The subcommittee said it vetted the language with staff and the town secretary.
Councilmembers praised the board's volunteer energy and asked staff to draft the ordinance amendment. Christine (Animal Services staff) participated in subcommittee outreach, staff said, and the board will expand onboarding and educational content for new appointees. The board also signaled it will increase meeting frequency from the statutory minimum and add speaker/education elements to future agendas.
The council did not adopt an ordinance at the meeting; staff were directed to prepare draft ordinance language and return it for formal consideration.
