The Todd County School District 66-1 Board of Education held a public hearing on its preliminary budget and received an update that the U.S. Department of Education began releasing Title I, II, III and IV funds on the day of the meeting.
District staff explained that the board previously approved a preliminary budget at its May meeting and that state rules require a public notice and a hearing before final adoption. The board will consider final approval at the second board meeting in September, when the district expects to "finalize the bucket," staff said.
A district presenter said Title I is the largest federal program for the district and "it's about $4,400,000." The presenter described Title I as a program for low-income families that, for the district, is driven by reduced-lunch counts. The presenter added that Title II funds support teacher recruitment, training and retention, and that the district uses Title II for professional development and a certified-staff retention bonus paid in August.
Staff said Title IV supports construction, school safety and technology, and that Perkins funds support career and technical education at the high school. They also described the Johnson O'Malley program as managed by the tribe and used for student-direct activities such as field trips, and said a small RLIS program funds some library and training materials. The presenter said the district did not yet have its Title II allocation from the state when the budget was published.
Board members asked procedural questions about the Title grants and about the district's next steps once remaining federal allocations arrive. A board member asked whether the district should meet with program staff once the Title II numbers are received; staff said they planned a meeting with program director Jane Shelburne and district administrators to review allocations and expenditures.
No final budget adoption vote occurred at the hearing. Staff reiterated that final approval will be requested at the September meeting after remaining allocations are received and budget adjustments are made.
