Humble ISD board revises policies to opt out of allowing non‑enrolled students in UIL; debate follows robust public comment

The Humble Independent School District Board of Trustees voted on Aug. 12 to revise board policies FD Local and FM Local to opt out of allowing non‑enrolled students, including homeschooled students, to participate in University Interscholastic League (UIL) activities, the board announced at a special public meeting.

The decision followed roughly an hour of public comment from students, parents and community members and extended trustee discussion about legal interpretation, eligibility monitoring and program logistics. Board counsel told trustees the statute that enabled non‑enrolled participation contains ambiguous language and that there is no clear, binding interpretation until a court or formal Attorney General opinion resolves the issue. Counsel also reminded the board that the district has until Sept. 1 to opt out; otherwise state law’s default treatment would apply.
