Dorchester 02 facilities staff report multiple school construction and maintenance projects on schedule; developer delays persist at Ponds site

Facilities staff updating the Dorchester 02 facilities meeting on July 28 reported that several major school construction and renovation projects are progressing on schedule while other projects face delays tied to contractor issues and outstanding developer approvals.

Staff said work at Sand Hill is moving forward and the contractor planned to pour the second-floor slab on Friday; masons are working on exterior walls and the project remains on the schedule that was created on Oct. 9. At Summerville Elementary, staff reported demolition is nearly complete, the concrete slab has been left in place while permits are secured, and the district received a coastal zone consistency approval letter this week; the building permit review with the Office of State Fire Marshal (OSF) remains pending with comments expected to be returned soon.

At the Ponds site, staff described ongoing negotiations with the developer and said the county has tried “a myriad of different things” to move the developer forward but, as of the meeting, the developer has raised new obstacles — including tree-related issues — before signing off on required items. Staff characterized the situation as “continued frustration” and said there is nothing new to report in terms of final developer sign-off.

Ashley Ridge Phase 1 construction was reported as complete pending approvals from OSF and the state fire marshal; staff said four classrooms there are expected to be ready for opening day (described in the meeting as “opening day 6”), though full certificate-of-occupancy items will require follow-up to address minor punch-list items.

Staff said schematic design has been submitted for a high school gym and that a design-pricing meeting was being scheduled for Aug. 22. The Chandler High School classroom additions are in schematic design with Raymond Architecture handling survey and geotechnical work. Oakbrook Elementary’s foundation walls and underground utilities are in place and staff expected a slab pour by the end of the week, weather permitting.

Design work for a planned bus maintenance facility is under way: the Timmons Group completed a site survey and design teams are awaiting civil drawings. Staff described the planned facility as an interior metal building with two bus bays and about 2,000 square feet of administrative and office space.

Several maintenance and system upgrades were reported complete or near completion: full-scale painting reached four schools this year (listed as Austin, Knightsville, Eagles Avenue and River Road); HVAC units were reported installed and undergoing testing at Newington and Flowertown, with a new building automation system (Harris Controls) in trial at one campus; Oakbrook Middle’s HVAC units are largely operational with a few remaining units being installed this week.

Security-camera and related installations were delayed at some schools because contractors received materials with the wrong colors and had to reorder parts. Staff said the vendor change for fire-inspection services led to a backlog of inspections in June and that the new vendor began work in July with most inspections due to be completed by the end of the week following the meeting.

Asbestos-abatement work uncovered additional affected classrooms at Knightsville; staff said the project discovered unrecorded materials in roughly 16 classrooms initially and that one classroom remained to be abated, with plans to complete that work during a winter break window.

Paving and site repairs were also discussed. Summerville High School had multiple unexpected utility conflicts during recent work (including a water main and electrical lines) but staff said repairs are complete and repaving is proceeding. Temporary classroom moves at Sorbonne Elementary were wrapping up so spaces will be ready when students return.

Staff noted several smaller items — new stage flooring at Summers Corner, replacement brick flashing and basement floor repairs at an older campus, mulch and landscaping scheduled to be installed at all campuses by Aug. 5, and other minor punch-list tasks — and said most of those items are scheduled to finish before the school year begins. Land and property matters (district-owned houses and potential acquisitions) were said to be paused or in legal negotiations.

No formal motions or votes were recorded during the facilities update portion of the meeting. The meeting adjourned with notice that the district’s board meeting would begin at 6 p.m.
