County OKs Bayview Bible Church conditional-use permit for 12,900-square-foot facility

Kootenai County commissioners on July 24 approved CUP25-0004, a conditional-use permit for Bayview Bible Church to build a place of assembly and worship on a roughly two-acre site near Perimeter Road and Cape Horn Road in Bayview.
Staff presentation: Vlad Finkel of Community Development described the project as a daylight-basement structure of about 12,900 square feet with capacity for up to 300 people and multiple weekly uses. "The structure will be approximately 12,900 square feet and be, available up to 300 people," Finkel said. The site is in the restricted-residential zone with a shoreline comprehensive-plan designation and will be served by Bayview Water and Sewer District for domestic water and fire suppression.
Public comment and agency review: During the public comment period staff reported three written comments in support and one in opposition; at a July 3 hearing examiner hearing, about 100 church supporters appeared in favor. An opponent raised concerns about traffic, visual impacts and strain on Bayview Water and Sewer District facilities. Staff said the district’s initial engineering comments seeking dedications were withdrawn after the district’s consultant agreed those dedications would be accomplished through a subdivision process rather than a conditional-use permit.
Stormwater and site review: Commissioners asked about runoff and impervious surface. Director David Callahan told the board that stormwater measures will be reviewed before a building permit is issued. "The process here ensures that stormwater will be properly handled because a building permit cannot be issued until a site disturbance permit is issued and that includes stormwater review," Callahan said. Staff also noted Condition 8.13 in the approval addresses site-disturbance permit requirements.
Hours and operations: Finkel said the church did not provide fixed hours because the facility will host varied activities across the week; staff noted approvals of similar uses typically do not impose a fixed schedule.
Vote: The board approved CUP25-0004. Commissioners Eberlein, Duncan and Chair Metari voted "aye."
Next steps: The applicant must obtain a site-disturbance permit and building permit; stormwater retention, parking, and other site-specific requirements will be addressed during permit review before construction may proceed.
