SAN ANTONIO — On July 23, 2025, the City of San Antonio Planning Commission voted to approve a rezoning request for properties at 1901–1923 Burnett Street to allow a mixed-use development the applicants said will include a café and leased office space.
The commission approved the application during its July meeting after hearing a presentation from Andrea and Randy Wormley of Realding Investment Group, the purchasers and prospective operators of the building. Commission action came despite staff advice noting the proposal was “inconsistent with the area” in the East Side plan adopted in 2024.
The applicants said the existing two-lot building will be reconfigured for both commercial and community uses. Andrea Wormley told commissioners about planned uses and outreach, saying the space will support local groups and activities, including partnerships with community organizations and services for seniors and people experiencing homelessness. The applicants said they will allocate roughly 60 percent of the building to the café and 40 percent to leased office space and will make interior renovations, reconstruct a damaged parking area and install a five-foot privacy fence where needed to protect children and neighboring properties. They said they purchased the property when it was already in commercial use.
A neighbor, Raymond Williams of 943 Goodhearts, addressed the commission during public comment, saying recent site work on the adjacent property had changed drainage patterns and visibility from his backyard. “I would prefer they not do it, but that is my opinion,” Williams said.
Commissioners asked about the timing of the East Side plan amendment and about site work. Commissioner Oriant asked whether the change to commercial zoning was recent; staff and the applicants confirmed the East Side plan amendment occurred in 2024. Commissioner López asked whether the project would include additional construction; the applicants said no new building additions are planned, only interior renovations, parking reconstruction and minor site work.
Commissioner Seagle moved to approve the applicant’s request; Commissioner Myland seconded the motion. The commission recorded unanimous approval from the members present.
Earlier in the meeting the commission approved its consent agenda as a single motion. The planning commission adjourned at 2:21 p.m.
