The Cedar Park City Council authorized the city manager to execute a construction agreement with SA Smart Solutions LLC not to exceed $194,000 to install interactive LED lighting, solar panels, security cameras and related equipment in two pedestrian underpass tunnels at Town Center Park.
City staff said the project is funded through Community Development Type B funds and is intended to improve pedestrian safety, trail aesthetics and create a sense of place. The proposed lighting will be dynamic LED fixtures along the length of the tunnels; solar panels will power the lights and the security cameras, staff said.
Council members asked about the solar panels’ output and about maintainability given recurring graffiti. Staff said the bid included maintainability as an evaluation criterion, that the design accounts for anti‑graffiti coatings and that cameras are part of the scope. Construction was described as a 90‑day duration.
City staff recommended SA Smart Solutions as the highest‑ranked proposer after a competitive sealed proposal process; two proposals were received and graded by a selection committee. A motion to approve the contract passed unanimously with all five members present.
The project is expected to proceed now that the council has authorized the city manager to execute the agreement. No start date beyond the 90‑day construction duration estimate was specified at the meeting.
