The Committee on Rules and Judiciary voted to forward Irvin Rafael's nomination to the University of the Virgin Islands Research and Technology Park (RT Park) board to the full 36th Legislature after a hearing that emphasized local workforce development, entrepreneurship and infrastructure needs.
Rafael, who currently holds senior executive roles in the automotive and technology sectors, told senators he had visited the RT Park's STEM programs on St. Croix and that his priorities would include clarifying RT Park branding, launching a local incubator for entrepreneurs, and deepening partnerships with UVI to create education‑to‑employment pathways.
Senators questioned Rafael about priority sectors. He highlighted energy and climate intelligence, fintech to improve access to capital, telemedicine/health innovations and hydroponic agriculture as areas with market potential that fit the territory's location and resources. Rafael said reliable electricity and fiber‑optic connectivity are prerequisites for large‑scale technology investment and that the RT Park should help attract businesses that can both create local jobs and export services.
Rafael also described plans to engage Virgin Islanders in the diaspora, host symposiums and build a “platform for inclusive prosperity” that keeps talent in the territory. He said he has resigned or scaled back some outside board duties to free time for the RT Park appointment and committed to making time for the board if confirmed.
The committee voted to forward Rafael's nomination with a favorable recommendation; the roll call was 6 yeas and 1 absent. Rafael thanked the committee and said he would follow up with concrete plans if confirmed.
