The Harrisburg Zoning Hearing Board on July 20 approved application 2609, granting a dimensional variance to allow Brennaman Properties LLC to convert the former Pennsylvania Health Care Association office at 315 North Second Street into a 10‑unit multifamily building.
Applicant Adam Brennaman testified he needs 10 units to make the conversion financially feasible given the costs of installing kitchens, bathrooms and new electrical in the office-to-residential retrofit. The Planning Bureau noted the building is roughly 8,300 square feet and sits on a lot that yields about 8.3 units by-right; the applicant proposed ten units comprised largely of one‑bedroom units on the first floor and four two‑bedroom units on the second floor (one of which includes a loft). The Planning Commission recommended approval with conditions. Planning staff also noted an access easement that provides eight off‑street parking spaces behind the property; those spaces will be available to tenants per the deeded easement.
Brennaman said proposed monthly rents would be in the range of "between $1,200 to $1,400 a month." He and his team agreed to preserve the historic building facade and to obtain any certificate of appropriateness required by the Historic Architectural Review Board for exterior alterations. The board voted to approve the dimensional variance with the Planning Commission’s recommended conditions; a written decision will be issued within 45 days.
