Court approves new jail-management system; first-year cost about $17,000

The fiscal court approved replacing the Barren County Jail’s management software system and awarded the contract to Cadmus after reviewing three bids.
Magistrates reported that jail leadership evaluated proposals from Veil Tracker, Blue Horse and Cadmus. The court heard that Veil Tracker submitted a five-year contract priced at about $12,803 per year; Blue Horse’s proposal equated to about $18,940 per year; Cadmus’ proposal included a one‑time $5,000 setup fee plus an annual cost that the county equated to about $12,000 per year after the first year.
County magistrates recommended Cadmus based on cost and functional evaluations; the jailer, Aaron Shirley, participated in the committee review and discussions. The court moved and seconded the recommendation and approved the award by voice vote.
Officials said the first-year outlay would be roughly $17,000 (including the $5,000 setup fee) and the subsequent annual cost would be about $12,000. The county noted no long-term contract with Cadmus was required, and the court can revisit the contract in future years.
Court members agreed the selected system offered better functionality for jail billing, medical records and other operational data than the county’s current system, and that vendor references and other jails’ experiences were considered.
