The Santa Clara County Human Trafficking Commission on Sept. 8 approved a motion authorizing the chair and co‑chairs to distribute a regional outreach letter asking jurisdictional partners to sign on as supporters of a coordinated communication, outreach and planning effort.
The letter, as described during the meeting, will make four non‑fiscal requests of local partners: sign on as supporters of a regional outreach and planning effort; agree to share resources developed by the commission with relevant internal partners; provide a designated point of contact for ongoing informational updates; and leave open the option to consider further roles in the regional plan at a level of participation that each jurisdiction chooses to take.
Chair Young said commissioners will see a draft of the letter before it is sent. The chair emphasized that the request is not for monetary contributions: the outreach asks jurisdictions to “sign on” as supporters and to help disseminate materials rather than to provide funding.
Commission members signaled support for a three‑track approach described at the meeting: (1) law enforcement agencies, which the co‑chairs from the sheriff’s and district attorney’s offices would help engage; (2) city and county government/elected officials; and (3) community‑based organizations and nonprofits, which would receive a different framing and set of materials.
The motion was moved by Chair Young and seconded by Co‑Chair Johnson; the clerk recorded a unanimous vote and the motion passed.
The commission’s action creates an administrative authorization for the co‑chairs to send the outreach letters on the commission’s behalf. Commissioners said the draft will be circulated to the commission before distribution so members can review language and recipients.
Context: commissioners flagged that messaging and audience will differ among the three tracks and that law enforcement, elected officials and community advocates will each require a tailored approach. The commission did not approve any fiscal expenditures as part of this action.
