Housing rehabilitation staff told the board the authority is meeting or exceeding its 2025 benchmarks and that many program goals are on or ahead of schedule.
The staff presentation compared monthly counts to 2025 benchmark goals and to total program targets. The presenter said nearly every performance category was either on track or ahead of plan and that a majority of project lines were at or above total program goals. The report highlighted projects under contract and those moving toward construction.
Staff also discussed lead-hazard work. They said closure on the prior lead grant was underway, that the authority completed the last project under that grant and went one project over the benchmark, and that 13 projects were already lined up for the new grant. Staff reported increased blood-lead testing rates among children in Erie and said the uptick likely reflects broader testing and outreach (from pediatricians, WIC and the health department) rather than immediate decline in exposure; more testing produces higher counts in the short term while enabling case follow-up.
The presenter said they had recruited about five new landlords this year to participate in the program and that owner participation is an encouraging sign for long-term impact. Staff said testing rates historically have been low (about 20% statewide) and that it will likely take many years to measure medical impacts, but increased testing and awareness is a net positive.
Board members praised staff for progress and asked for continued updates on metrics and program outcomes.
