County staff presented the invoices for ratification, saying the payments were due through Aug. 20, 2025 and were to be paid on Aug. 13, 2025. Staff reported the funding breakdown for the payments as 65.64% from the general fund, 1.94% from ARPA, 0.13% from Act 13, 0.05% from other grants, 29.98% from RMS and 2.26% from escrow.
The board approved multiple salary-board actions and personnel appointments, including reclassifying a deputy director position in Planning and Community Development from pay grade 13 to pay grade 10 and reclassifying a GIS analyst into a combined GIS analyst/environmental planner position (pay grade 9, exempt). Commissioner remarks and staff explanation said the change responds to evolving departmental needs. "The new person ... would be part GIS analyst and part environmental planner, which will allow us to address certain things that we don't have the staff currently to do," said Edward Fiegels, listed in the personnel actions as deputy director of planning and community development.
