Lycoming County commissioners approve $5.87 million in invoices, routine personnel changes and contract amendments

Lycoming County commissioners voted to ratify $5,872,329.65 in invoices and approved a slate of personnel actions, contract amendments and appointments during a regularly scheduled meeting. The board also extended several existing vendor agreements and tabled one item for a later date.
County staff presented the invoices for ratification, saying the payments were due through Aug. 20, 2025 and were to be paid on Aug. 13, 2025. Staff reported the funding breakdown for the payments as 65.64% from the general fund, 1.94% from ARPA, 0.13% from Act 13, 0.05% from other grants, 29.98% from RMS and 2.26% from escrow.
The board approved multiple salary-board actions and personnel appointments, including reclassifying a deputy director position in Planning and Community Development from pay grade 13 to pay grade 10 and reclassifying a GIS analyst into a combined GIS analyst/environmental planner position (pay grade 9, exempt). Commissioner remarks and staff explanation said the change responds to evolving departmental needs. "The new person ... would be part GIS analyst and part environmental planner, which will allow us to address certain things that we don't have the staff currently to do," said Edward Fiegels, listed in the personnel actions as deputy director of planning and community development.
Other approved reclassifications included a Veterans Affairs deputy director position from pay grade 7 to pay grade 8, a prison part-time personnel assistant from grade 5 to grade 4, and adding a full-time administrative position in Human Resources at pay grade 5. The board discussed whether the new HR position should be labeled temporary; a commissioner said the county does not classify that way and the position will remain regular.
The commissioners also approved several conditional offers of employment and personnel listings recorded in the meeting record: Julie Morlock as a part-time personnel assistant in the prison (not to exceed 1,000 hours annually), Natalie Stepp as director of Veterans Affairs, Jeffrey Hamilton as assistant director of Veterans Affairs, Edward Fiegels as deputy director of Planning and Community Development, Zachary Stephens as a full-time correctional officer, and Aaron Harmon as an equipment operator in Resource Management. Effective dates and pay grades were listed in the personnel packet presented to the board.
On contracts, the board approved an annual generator maintenance agreement with Hunter Lommasson Inc. for preventive and emergency services in the amount of $4,215.59 (a 2025 budgeted item); extended an agreement with The Equipment Depot of PA until Sept. 30, 2025 (2025 budgeted item) while bids are completed; extended terms with Extreme Trillion LLC until Sept. 30, 2025; and approved an emergency eyewash-station maintenance and service agreement with Centus at $195 per month (2025 budgeted item). One action (agenda item 5.5) was tabled because a required participant, Jamie, was unavailable by phone.
The board also approved a request to extend the timeframe for an EWP (Emergency Watershed Protection) project to Sept. 27, and approved two separation agreements for employees identified in the packet as employee 250509 and employee 2508085.9.
In appointments, the commissioners voted to appoint William Brooks of Cascade Township to the Lycoming County Planning Commission for a term listed in the packet as Aug. 14, 2025 through Dec. 31, 2028. The board thanked Brooks and other volunteers who serve on county boards.
