Council approves design and closure service orders for Beulah Landfill; county hears 5‑year capacity estimate for next cell

The Dorchester County Council approved two service orders related to the Beulah Landfill during its Aug. 19 meeting.
The council voted to proceed with service order NCP2025 to Geosynthetic Consultants, Inc., for the construction design of Beulah Landfill Zone 2 at a cost of $199,216, to be funded from the FY26 solid waste operating budget. The motion carried on a voice vote.
Council then approved an additional service order (project ME2604) for design support, construction quality assurance, field and laboratory services and a certification report for the closure construction of the Beulah Landfill, with an additional cost of $675,294 to be covered by the landfill closure account. That motion also passed on a voice vote.
John Cooney, the county’s solid waste manager, briefed the council on landfill staging and capacity. He said the current active cell is expected to be in use through 2027 and that the cell under design (an interior cell) would likely provide roughly five years of operational capacity once brought online. Council members pressed for a longer-range sense of site capacity; staff responded that Beulah’s overall layout includes multiple cells and that the full site includes roughly eight cell areas and an expected long-term capacity measured in decades when all cells are staged and capped.
Council members asked questions about sequencing and timelines for construction and capping; staff said cells must be built in levels and cannot be filled to final compacted capacity all at once. The council approved both service orders and thanked staff for the planning detail provided during the discussion.
