Nassau County CLAM committee adopts preliminary ranking of conservation projects, adds two parcels to Lofton Creek viewshed

At a meeting of the Nassau County Conservation Land Acquisition and Management (CLAM) Committee, members accepted a staff-prepared ranking of 25 conservation project nominations and voted to include two additional parcels in the Lofton Creek View Shed recommendation.

The ranking determines which nominations will move forward as the committee’s recommendation to the Nassau County Board of County Commissioners. Committee members voted by voice to accept the list as presented, with one item (Lofton Creek View Shed, rank 4) left unchanged pending resolution of abstentions on that specific score.

Jeff, county staff, summarized the committee scoring process and the handling of abstentions. “For transparency, I’ll clarify what just occurred,” he said, explaining that each committee member independently scored nominations and that abstentions were recorded where members reported potential conflicts of interest. Jeff said a nomination with two abstentions lacked the minimum number of votes required to form a quorum for that item’s score, so the committee kept that item in its existing slot rather than recalculating ranking order.

Josh, county staff, then read the resulting priority and eligible lists aloud. The committee accepted the ranking for priority slots 1 through 15 and eligible slots 16 through 25, with the following priority 1–15 as read by staff: Piney (1); Dudley (2); Saint Mary’s River Ranch (3); Lofton Creek View Shed (4, unchanged pending quorum for that item); Orange Bluff (5); Amelia River Marsh (6); West Saint Mary’s River (7); Ralphie Simmons Forest Expansion (8); White Oak Middle Road Viewshed (9); Northeast Florida Timberlands (10); Cary State Forest (11); Baldwin Bay (12); Greenway Trail Extension (13); Lessees Road (15). The committee noted two open eligible slots at positions 16 and 25.

Committee members discussed handling of ties and sequence for items with identical average scores. Several members said ranking order within the top 15 was not critical so long as the projects appear in the top 15. One staff suggestion — to recast votes where needed — was not acted on. The committee ultimately adopted the list “as presented” while preserving the existing slot for Lofton Creek because that item’s score lacked a quorum due to two abstentions.

The committee also voted to add two specific parcels to the Lofton Creek View Shed nomination: parcels described in the meeting as Amelia Walk Community Development and Ivy Christopher. County staff confirmed that the three members present said they did not have conflicts with those parcels; a motion to include them passed by voice vote.

A motion to accept the ranking as presented (with number 4 remaining based on the prior vote) passed by voice vote. The committee’s action is a draft recommendation to the Board of County Commissioners and is not final until the board acts. Jeff said the committee will post the draft recommendation online at nassaucountyfl.com/1280three so members of the public can view it and provide feedback before the Board of County Commissioners considers it.

Staff told the committee the list will be forwarded as a recommendation to the Board of County Commissioners and that the next CLAM meeting is scheduled for September for further discussion. Committee members praised staff mapping and analysis but suggested a future workshop to allow longer review and reduce meeting length.
