CSISD staff propose raising capitalization threshold to $10,000 and board-approval threshold to $100,000 to align with federal/state guidance

College Station ISD staff presented two proposed policy changes at the Aug. 19 workshop intended to align district procedures with recent federal and state guidance.

On CFB Local (capital assets), staff proposed increasing the district’s capitalization threshold from $5,000 to $10,000, mirroring the federal Uniform Guidance change for fixed-asset thresholds. "Everything has increased. The 5,000 number, just kind of like everything else," Ms. Wilson said, adding that the business office will continue to tag and manage movable assets regardless of the capitalization threshold.

On CH Local (purchasing/policies), staff proposed raising the board-approval threshold for single budgeted purchases from $50,000 to $100,000. The staff presentation referenced Texas Education Code provisions (including changes around competitive-purchase requirements) and noted that many similar-size districts already use a $100,000 threshold. Staff stressed that the change would not preclude getting competitive quotes and that staff could provide a transmittal listing purchases in the $50,000–$99,999 range to keep trustees informed.

Trustees asked about potential negatives, transparency and how often purchases fall in the $50,000–$99,999 range; staff said they would provide transmittal reports and that the change would reduce delays for time-sensitive purchases such as software or trucks. No formal board action was taken at the workshop; both policies were presented for discussion and will return for possible future action.
