Staff explained that under the city’s memorandum of understanding, city policies are presented to the board for review and acceptance. The web governance policy (identified in staff materials as "1.7.0.9") clarifies Title II ADA web accessibility expectations, upcoming California state requirements and procedures for web-domain exceptions. Staff noted the city is requiring city-related entities that do not yet have .gov domains to transition by the end of next year; ORS’s current public site was described in the meeting as at a .com domain and will need to move to a .gov address in compliance with state law.
Staff also presented a city data governance and maintenance policy intended to create uniform data structures and enterprise access standards across city organizations. Board members asked whether city policies adequately protect member data and staff replied that the city policy sets a standard baseline for privacy and that many of ORS’s systems contain city-source data.
Both policies were approved by roll call. A member of the public addressed the board during public comment but the chair said the speaker’s allegations were not related to retirement services’ data policies; the board proceeded with votes.
Staff said they will complete the technical steps needed to move the ORS website to a .gov domain and will follow city procurement and IT processes to implement the data governance policy.
