Public hearings: comprehensive plan review, rezoning requests and a towing conditional‑use permit

The commission opened several public hearings on Aug. 5: the second public hearing on the city’s comprehensive plan (part of the outreach record), first hearings on the proposed fiscal-year 2025–26 property-tax rate and the proposed FY 2025–26 budget, and land-use matters including a rezoning request for 753 Winchell Street and a conditional-use permit for a tow business at 31085 FM 509.

During the conditional-use hearing, Ezekiel Silva spoke in favor of the tow-business permit, saying a licensed tower would aid traffic management and emergency response along Highway 509 and help with congestion and accidents. Police staff noted that separate police rotation-list approval governs which towing companies are used for callouts and that a city permit does not automatically place a tow operator on the police rotation list for nonconsensual tows.

There were no other public comments recorded on the Winchell rezoning or the proposed budget and tax-rate hearings during the meeting. Commissioners closed the public hearings and proceeded to consent and other agenda items; rezoning and permit requests remained in the public‑hearing or first-reading stage with no final zoning ordinance vote reported at this meeting.
