Pike County Fiscal Court approves disaster-related contracts, grant applications and equipment purchases

The Pike County Fiscal Court approved multiple routine and disaster-response actions at a special called meeting July 21, including authorization to execute an Emergency Watershed Protection/FPES home buyout agreement with the U.S. Department of Agriculture's Natural Resources Conservation Service (NRCS) if county counsel signs the contract, a letter of intent and $1,000 application fee to the Kentucky Association for Economic Development (KAED) for the Wolf Bend Industrial Park site, and several procurement and budget actions.

The court voted to authorize the judge to execute an NRCS EWP/FPE home buyout project agreement subject to the assistant county attorney's approval; Commissioner Lewis moved and Commissioner Scott seconded the motion, and the clerk subsequently called the roll with affirmative votes recorded.

Sharon, introduced by the court as the staff lead on economic development, said the county will apply for $1,020,000 through what she described as the Kentucky Product Initiative Development program to finish utilities and a site pad at the Wolf Bend Industrial Park. The court approved submission of a letter of intent and a $1,000 KAED application fee; Commissioner Scott moved and Commissioner Lewis seconded.

The court authorized execution of the statewide emergency management mutual aid and assistance agreement. The court approved a Transportation Cabinet resurfacing contract for Sycamore (state funding) and the judge and staff noted that the county cannot begin paving until the state signatory Jim Gray returns the signed document.

The court awarded a contract for Great Line Park bathroom renovation to Bilter Construction (recommended bid price $26,500) after a July 17 bid opening; three bids were received. Greg presented the bids and said insurance will reimburse most of the cost because the structure was destroyed by arson.

The court approved the annual vehicle purchase program: four roll-off Mack trucks and seven dump trucks from Worldwide Equipment at a combined purchase price of $2,372,662, with the county noting it will typically sell one-year-old units at auction and expects to receive proceeds before final payment is due.

Treasurer/finance items were approved, including a series of interfund transfers for June and July (examples: $100,000 from the road fund to the maintenance garage fund; $1,000,000 from the general fund to the solid waste fund) and acknowledgment of required annual financial statements under KRS 4 24.22 and KRS 68.02. The court also authorized ARPA fund disbursement of $92,087.12 to the Mountain Water District for a previously approved expenditure.

Personnel acknowledgments were approved for several seasonal and temporary hires and acceptance of a resignation; the court recorded the hires by effective dates in July.
