Brookhaven council approves multiple bids, personnel actions and escrow release

At its Oct. 6 meeting the Brookhaven Borough Council approved construction and maintenance contracts, personnel actions and a contingent escrow release for Brookhaven Storage LLC, and voted to advertise an amendment to the parks ordinance.
Brookhaven Borough Council approved a package of contracts, personnel moves and a contingent escrow release at its Oct. 6 public meeting.
Several routine procurement and contract items carried by voice vote or motion. Solicitor Jay summarized a recommendation from the borough engineer and finance staff that the council adopt a resolution authorizing a contingent escrow release of $37,119.50 to Brookhaven Storage LLC, conditioned on receipt of a maintenance/warranty bond and final PennDOT approval; council voted to adopt the resolution.
The council also awarded construction and service contracts following competitive bids: Jackson Drive storm work to Joseph J. Danielle LLC for $49,981.06; a Mount Vernon traffic island/rain garden project (part of stormwater/MS4 obligations) to Joseph J. Danielle LLC for $55,747.45; an annual on-call street/sanitary/storm repair contract to ADU Services (low bid; estimated on an as-needed basis with unit prices; bid amount read as $851,205); and a small garage safety/structural repair to Joseph J. Danielle LLC for $8,237.50. The borough awarded asbestos testing for the Our Lady of Charity convent and school to Center Tech Environmental LLC for $5,430.
Personnel and administrative votes included accepting the resignation of Officer James Kelso effective Sept. 25, ratifying notice to the civil service commission to begin certification for a vacancy, and extending a conditional offer of employment to Michelle Surplus as a full-time patrol officer contingent on medical, psychological and background checks. Council approved Lori Dibbrenner as a substitute crossing guard at $14.52 per hour and authorized hiring Nolan Denny as a seasonal public-works employee for 120 days at $22 per hour.
Other routine business: approval of the October 6 bill list (total $710,146.59 across funds), approval of minutes for the August and September meetings, and a motion to advertise an amendment to the Parks and Recreation Areas ordinance to prohibit tents, canopies and similar temporary sleeping/camping structures in borough parks without prior council consent.
Solicitor Jay framed the escrow release motion before the vote: “That recommendation for the release of escrow in the amount of $37,119.50 has been reviewed and has also been recommended by the borough engineer.” The council voted the motions as presented and recorded them as carried.
The council also approved moving forward with applications and project planning: public-works staff reported the local-share-account (gaming revenue) grant application period is open through Nov. 30 and recommended the council pass a resolution in November to authorize an application for a quality-of-life project.
Ending: Council members said there would be an executive session after the public meeting for personnel and litigation matters. No further public votes were taken in open session.
