Committee reviews Poland Village draft on e-bikes, scooters and golf-cart rules; seeks Ohio code guidance

Struthers City Council members reviewed a draft Poland Village ordinance that would regulate electric bicycles, scooters and golf carts and asked staff to check Ohio law for licensing and classification rules before finalizing local requirements.

The mayor presented a draft ordinance used by Poland Village and said it would be tailored to Struthers. Committee members supported a helmet requirement for riders under 16 and discussed whether higher-speed e-bikes or mopeds require a motorcycle license.

“Would the golf course be slow in line with this ordinance as well?” a council member asked; the mayor replied that golf-cart rules would be handled by a separate ordinance. The committee noted that the Ohio Revised Code (ORC) contains enacted rules that classify electric bicycles, scooters, mopeds and similar vehicles, and asked staff to research ORC and Bureau of Motor Vehicles guidance to determine when a license is required.

The police chief has discussed holding educational classes with outside organizations and Youngstown-area partners; committee members suggested an early‑spring safety and education event tied to other city activities such as the traffic garden and golf-cart registration drives. Committee members also asked that the chief’s ideas about registration—for example, a local registration for golf carts—be fleshed out in a draft before the committee votes.

Next steps: staff will review the ORC and BMV rules on classification and licensing, work with the police department on proposed registration and helmet language, and return a tailored draft ordinance for further review.
